SCQ Approves the Regulation on Validation and Monitoring and Post-Accreditation Procedures
In its 135th regular meeting, held on March 10, 2025, the State Council for Quality (SCQ) of the Kosovo Accreditation Agency (KAA) approved the final version of the Regulation on Validation and approved the draft of the Regulation on Monitoring and Post-Accreditation Procedures, which will be submitted for public consultation.
The SCQ reviewed and addressed all comments received from stakeholders regarding the Regulation on Validation prior to approving the final draft. This regulation outlines the procedures and criteria for validation in cases where a higher education institution applies for external evaluation at the institutional level or for study programs by an international accreditation agency.
Additionally, the Regulation on Validation covers cases in which a higher education institution, accredited by the KAA, in partnership with an international university, decides to offer study programs in Kosovo that are accredited by an international accreditation agency in their country of origin.
Furthermore, the SCQ has approved in principle the Regulation on Monitoring and Post-Accreditation, which will be published for public consultation. This regulation aims to establish fair and transparent mechanisms for monitoring and post-accreditation processes, fully aligned with the context of the quality assurance system in higher education in Kosovo, and in full compliance with national legislation. Its primary objective is the continuous improvement of quality in higher education institutions.
The Regulation on Monitoring and Post-Accreditation is in line with Standard 2.3 of the European Standards and Guidelines for Quality Assurance in Higher Education (ESG), which requires quality assurance agencies to complete the accreditation cycle through post-accreditation procedures, with a focus on the ongoing enhancement of quality in higher education institutions.
During this meeting, the SCQ also reviewed and decided for several reports from international accreditation experts and addressed complaints and requests from higher education institutions.
The 135th meeting of the SCQ will continue next week, with the review of remaining items on the agenda.
