European Commission: The Accreditation Agency has implemented ENQA’s recommendations
The European Commission, in the Report on Kosovo that was published on 12.10.2022 in Brussels, has said that the Kosovo Accreditation Agency has implemented the recommendations of the European Association for Quality Assurance in Higher Education (ENQA) related to institutional and financial independence.
“Following the expulsion from the European Association for Quality Assurance in Higher Education, Kosovo Accreditation Agency (KAA) has implemented the recommendations, related to institutional and financial independence, and an increase in the number of staff. The Law on KAA has yet to be adopted by the Assembly.”, it is stated in the Report of the European Commission on Kosovo.
Institutional, financial independence and the increase of human capacities have been the main recommendations that AKA has implemented to obtain “affiliate” status in ENQA.
The European Commission’s report also talks about the commitment and success of the Accreditation Agency in implementing the recommendations for returning to ENQA and the European Quality Assurance Register for Higher Education. (EQAR).
“The Kosovo Accreditation Agency (KAA) continued efforts to regain membership of the European Association for Quality Assurance in Higher Education and the European Quality Assurance Register for Higher Education”, it is stated in the report of the European Commission.
The report of the European Commission has welcomed the decision of the Minister of Education, Science, Technology, and Innovation, Arbërie Nagavci, to combat plagiarism.
“The Ministry has adopted a decision on the compatibility of scientific works and publications of the academic staff with ethics in research, obliging programme holders to upload their research in indexed platforms ahead of accreditation of their programmes.”, is stated in the report.
The European Commission has called on the Assembly of Kosovo to approve the Law on KAA as soon as possible.
“The law on the Kosovo Accreditation Agency has not yet been approved by the Assembly… Kosovo should adopt the Law on Accreditation Agency, to increase its operational independence and transparency of appointments of the KAA management”, is stated in the report.
In the part of the report that talks about KAA, the European Commission has recommended to continue the process of post-accreditation procedures for monitoring higher education institutions, which KAA is implementing very meticulously.
The Kosovo Accreditation Agency appreciates the section of the European Commission’s Report where it refers to the work of the KAA and considers it as a motivation for the staff to continue with more dedication the work to increase the quality in higher education.
